ASEAN Port Association investigates the creation of a Maritime Single Window


When building a totally automated port, logistics expenses can be reduced compared to expensive conventional ports.

ANTARA, Badung, Bali - The creation of the ASEAN Maritime Single Window, which would enhance connectivity and lower logistical costs throughout Southeast Asia, was a topic of discussion during the 47th ASEAN Port Association (APA) meeting in Bali.

During the meeting with ASEAN port operators here on Tuesday, 47th APA chairperson Bui Van Quy stated, "We are targeting to build an ecosystem called the ASEAN Maritime Single Window."

The goal of the summit, which is scheduled for November 14–17, 2023, is to talk about ways to lower the expenses that port service consumers pay for logistics. To do this, one strategy is to create a unified marine ecosystem.

He clarified that the ecosystem will give priority to digitization that reduces carbon emissions, increases efficiency, and safeguards the environment.

"There is a clear link between the ecosystem and digitalization. Everyone would gain from this contemporary connectedness and digitization because we can expedite the supply chain and boost efficiency," he stated.

The operational culture of ports in ASEAN nations is directly linked to the average logistical expenses, notwithstanding Van Quy's lack of information on this topic.

"Logistics costs can decrease if you build a port that operates entirely automatically compared to conventional ports that cost a lot," he stated.

In the World Bank's Logistics Performance Index (LPI), Indonesia ranked 61st in 2023 with a total score of 3.0, down from 3.15 in 2018.

In the meantime, according to the Ministry of Finance, Indonesia's logistics expenditures accounted for 23.5% of GDP.

Comparing the figure to Malaysia, where logistics costs make about 13% of GDP, the figure was greater.

Ihsanuddin Usman, the director of human resources and general affairs at state-run port operator PT Pelabuhan Indonesia (Pelindo), announced that his organization has reduced the length of time that cargo is left in port by utilizing digitalization to integrate payment and service systems.

"For instance, what used to take three days now only takes one day at Pelindo ports," he stated.
